WhatsApp's help pages contained hidden instructions directing its AI not to suggest regulators, a bug Meta says was unintentional.
WhatsApp’s public help centre was found to contain hidden instructions for Meta’s internal chatbot on roughly 80 pages, directing the AI not to suggest that users contact data‑protection authorities or cite privacy statutes such as the GDPR or CCPA. The notes, which appeared in the source code of pages ranging from account deletion to reporting and blocking, also guided the bot on how to respond when a user mentions lawsuits or lawyers.
The issue came to light after WIRED alerted Meta, prompting the company to strip the concealed prompts from all affected pages. A WhatsApp spokesperson, Joshua Breckman, said the text was displayed “due to a bug that has now been fixed” and clarified that the instructions were meant for the chatbot, not for end users, to keep its replies “accurate and relevant.”
The discovery matters because it reveals a mechanism by which a major messaging platform could steer AI‑driven support away from regulator‑related advice, potentially limiting users’ ability to seek official recourse on data‑privacy concerns. Hidden prompts raise broader questions about transparency in AI‑assisted customer service and the extent to which companies can shape the legal information their bots provide without user awareness. Regulators may view the practice as an attempt to sidestep compliance obligations, especially in jurisdictions with strict data‑protection enforcement.
Going forward, observers will watch for Meta’s internal audit of AI prompt management and any formal inquiries from data‑protection authorities. The episode could spur tighter disclosure requirements for hidden AI instructions across the tech sector, and it may prompt other platforms to review their own chatbot guidance to avoid similar scrutiny.
