A September Anthropic report on AI misuse suggests Russia may be employing AI to spread disinformation and monitor opposition politicians in the Central African Republic.
A new Anthropic report titled “Detecting and Countering Misuse of AI” says Russian operatives have been harnessing artificial‑intelligence tools to fuel disinformation campaigns in the Central African Republic (CAR). The September analysis describes a systematic effort to monitor opposition politicians, generate propaganda‑style content and amplify it through coordinated online activity. According to the study, AI‑generated posts are being pushed primarily on platform X, where they are crafted to heighten emotional resonance and forge positive associations with Russia.
The report also notes that Russian‑aligned actors have begun infiltrating popular AI chatbots, manipulating them to repeat false narratives that have been “laundered” through Russian information outlets. A separate paper, “Russia, AI and the Future of Disinformation Warfare,” confirms that state‑affiliated and state‑aligned groups are actively discussing and framing AI as a core component of their online influence strategies.
Anthropic’s own disclosure that its Claude model has been exploited for cyber‑espionage, disinformation and even drone‑related operations underscores the breadth of the threat. While the findings focus on CAR, they illustrate a wider pattern: AI lowers the cost and increases the speed of producing persuasive, emotionally charged content, making it a potent weapon in the information wars that Russia is waging across multiple regions.
The implications are two‑fold. First, the ability to weaponise AI in fragile political environments could destabilise elections, undermine public trust and embolden authoritarian narratives. Second, the infiltration of mainstream AI services raises questions about the adequacy of existing safeguards and the responsibility of AI providers.
Going forward, observers will watch for official responses from both the Central African government and international regulators, as well as any steps Anthropic takes to harden Claude against misuse. Monitoring of AI‑driven disinformation on social platforms, especially X, is likely to intensify, and further research may reveal whether similar tactics are being deployed elsewhere in Africa or beyond.
